Sen. Manny Villar on Komiks and Obscenity

The problem most of the creative industry had with the matter however was the part where it says, “regardless of the motive of the author thereof.”
I think Gerry Alanguilan sums it up nicely when he says that “as an artist, this is a bill that gravely concerns me because it has the potential to seriously curtail not only my freedoms as an artist, but my the ability to make my own choices as a mature, intelligent and moral human being”.
I remember that this bill caused a bit of a commotion back then.
Sen. Manny Villar however, after consultation with several groups, decided to not pursue the bill.
When I asked if the Bill was shelved he said that it was not.
From what I understood from his explanation, technically a bill cannot be shelved but if the one who authored it does not pursue it then it’s as good as shelved…or at least that’s how I understood it and if indeed I understood it correctly then the Bill could resurface at some later date or time.
